Sir William Gregory, who became governor of Ceylon in 1872, chose Nuwara Eliya for his administration. He was truly aesthetic art lover and loved the environment very much. He chose Nuwara Eliya as his permanent residence and was very fond of urban landscaping. Also praised by foreigners for this and he also worked to make the decoration of his city more formal when his friends came to the city. It was on this basis that the reasons for the creation of the beautiful Lake Gregory were created.
The beautiful Thalagala Oya, which starts from Piduruthalagala , flows through the city of Nuwara Eliya and flows into Nanu Oya through swamps and valleys. Even though he planned to decorate this beautiful stream, not only did the ugly swamp on the outskirts of the city become a hindrance to him, but also became a major headache for the urban landscape. This swamp covers an area of 12 acres. The only animals that have benefited from this were the four-limbed animals that live in the swamps and surrounding forests. At the time, this swamp was owned by Captain P. It was part of Galway and was acquired by Governor Gregory in 1873. Since then, construction work has begun on the swampy lake. Accordingly, a wall was built across Thalagala Oya to decorate the soil.

This beautiful Lake Gregory, which became a paradise for European and honey lovers, was developed in 1927 by the then agent of the Nuwara Eliya government, S.S. Woolley. Accordingly, the garden created in conjunction with the lake has become a wonderful environment surrounded by ornamental trees and flowers. Later, the arch around Lake Gregory was identified as a special ecological zone. It is a truly protected ecological zone today. Migratory bird migrations, especially in December winter, can also be seen in the Lake Gregory ecosystem. Migratory bird species from foreign countries such as India, Cambodia and Indonesia can also be seen in this ecological zone.
Lake Gregory is unique in that it maintains the water potential at the same level every day of the year.
